Improved Distribution: 2024 vs. 2025

Throughout 2024, LTO–NCR focused on organizing plate inventories, validating legacy plate records, and coordinating with district and extension offices to identify pending claimants. Despite challenges such as manual verification and varying claim volumes at field offices, the agency successfully released over 17,000 replacement plates during the year.
By 2025, strengthened systems and better regional coordination enabled LTO–NCR to deliver a much higher output. Enhanced data consolidation, clear release protocols, and the support of digital tools allowed the agency to accelerate plate verification and distribution. As a result, more than 50,000 replacement plates have already been released for 2025—an accomplishment that reflects a major improvement in operational efficiency and public service delivery.
