Motorcycle Owners Urged to Claim Their Plates Before October 2025 Deadline
Metro Manila, Philippines — The Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, has advised all motorists that the use of improvised and temporary plates will be prohibited starting November 1, 2025.
The Land Transportation Office – National Capital Region (LTO-NCR) is urging the public—especially motorcycle owners whose initial registration took place at LTO-NCR offices, or those with MV (Motor Vehicle) File Numbers beginning with “13” and “1801”—to claim their motorcycle plates before November 1, 2025, as the LTO Central Office is set to issue a memorandum regarding motorcycles without official plates and the continued use of improvised plates.

Once the policy is implemented, Assistant Secretary Mendoza stated that LTO enforcers and other deputized personnel will be instructed to apprehend violators in accordance with Joint Administrative Order 2014-01, as well as other applicable laws, rules, and regulations.

At the start of October 2025, motorcycle owners flocked to LTO Regional, District, and Extension Offices in the National Capital Region to verify and claim the availability of their motorcycle plates.

LTO-NCR Regional Director Roque I. Verzosa III instructed the LTO-NCR Plate Section to expedite the release of motorcycle plates to the public by deploying an additional task force to assist in the waiting areas of both the Regional and District/Extension Offices.

“We are adding workforce to our Regional Office here in G. Araneta to accommodate public inquiries for plate verification and claiming. We are also encouraging the public to visit LTO Driver’s License Renewal Offices (DLROs) under NCR, as they may also claim their motorcycle plates at those locations,” said RD Verzosa.
He added:
“Selected LTO-NCR District and Extension Offices are also conducting Saturday operations to help reduce weekday congestion. Please follow the official Facebook page of LTO-NCR for updates on Saturday operations.”

Who Is Required or Eligible to Claim a New Motorcycle Plate?
Motorcycles with MV File Numbers starting with “13” and “1801” are eligible if they fall into any of the following categories:
1. Motorcycles already assigned or issued a 7-character plate
2. Motorcycles with a 6-character green plate
3. Motorcycles still using their MV File Number as a temporary plate, and were registered in 2017 or earlier

“LTO-NCR is doing its best to provide more convenience to the public by allowing plate claiming at DLROs, which are generally less crowded than District or Extension Offices,” ARD Barion noted.

What About Motorcycles Registered in 2018 and Later?
Addressing public inquiries, Mr. Pablito Pandi, Chief of the LTO-NCR Plate Section, clarified:
“Most motorcycle plates for motorcycles registered in 2018 and later have already been distributed to their respective dealers. Owners may use the Online Plate Inquiry Tool linked on the official LTO-NCR website, or they may visit the LTO office where the initial registration took place to verify the availability of their plate.”
