PUBLIC ADVISORY: REPORT FIXERS AND ILLEGAL TRANSACTIONS
The Land Transportation Office – National Capital Region (LTO-NCR) encourages the public to report any individuals involved in fixing activities or offering to expedite LTO transactions in exchange for money at any LTO office, particularly within the Geographical Area of Responsibility (GAOR) of the National Capital Region (NCR).

II. PUBLIC ADVISORY: SCHEDULE OF MOTOR VEHICLE RENEWAL REGISTRATION
Did you know that you have to follow a schedule to renew your vehicle’s registration based on its license plate?
The last number identifies the month; meanwhile, the second to last number is for the week.
The schedule is made to avoid the influx of renewals.
Just be alert! You can also renew your registration 60 days before its expiry.

III. PUBLIC ADVISORY: EXTENSION PERIOD UNDER MC NO. MVL-2026-5048 ONLY UNTIL JULY 31, 2026
Pursuant to Memorandum Circular No. MVL-2026-5048 issued by the Land Transportation Office on April 15, 2026, the validity of Driver’s Licenses (DL) and Motor Vehicle (MV) Registrations expiring in April, May, and June 2026 has been extended until July 31, 2026
Please be advised that renewals made after July 31, 2026, shall be subject to all applicable surcharges, penalties, and fines in accordance with existing rules and regulations.

IV. PUBLIC ADVISORY: LTO-NCR FIELD OFFICES AUTHORIZED TO OPERATE DURING SATURDAYS

V. PUBLIC ADVISORY: LTO ISSUES GUIDELINES FOR THE USE OF TEMPORARY CERTIFICATE OF REGISTRATION (CR) WHILE ADDRESSING SECURITY PAPER DELIVERY DELAYS
The Land Transportation Office (LTO) has announced the issuance of Memorandum Circular No. MVL-2026-4911, which outlines guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to the limited supply of security paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.

VII. PUBLIC ADVISORY: SALES REPORTING AND INITIAL REGISTRATION OF MOTOR VEHICLES
Question: How long does it usually take to receive the OR and CR for the initial registration of a brand-new vehicle?
Answer: Pursuant to the LTO Memorandum dated 06 January 2023, the processing time from the date of sale up to the release of plates is a total of seven (7) working days.
The activities and processes are shown in the table below, as indicated in the image attached to this post.
Note 1: If your Certificate of Registration (CR) is still unavailable after seven (7) working days despite complete requirements, you may file a formal complaint against your dealer by submitting a complaint letter, sales invoice, and a valid ID via email at 1300rdmpao@gmail.com.
Note 2: The email address 1300rdmpao@gmail.com is only for motor vehicles whose initial registration was applied or processed in LTO Offices under the GAOR of LTO–NCR. If your initial registration was processed in an LTO Office outside NCR, please coordinate directly with the concerned LTO Office. Thank you.

VIII. PUBLIC ADVISORY: MOTORCYCLE BACKLOG PLATES, NOW AVAILABLE! (PALIT PLAKA PROGRAM)
You can now claim your license plates at the Regional Office or District/Extension Offices — hassle-free and absolutely FREE!
Who is eligible or required to get a new license plate?
All motorcycles with an MV (Motor Vehicle) File Number starting with “13” and “1801”:
1. That have already been assigned or issued a 7-character plate,
2. That have a 6-character green plate, and
3. Motorcycles that have not yet been issued an actual plate and are still using their MV File Number as a temporary plate, registered in 2017 or earlier.

We would like to inform the Public that the 2600 LTO SMS Verification is no longer connected to the new LTO system (LTMS). The said SMS Verification is connected to the processes under “LTO IT System” only.
Our vehicle registration can be verified through our LTMS Portal.

XIV. PUBLIC ADVISORY: TRANSFER OF LTO SAN JUAN LICENSING CENTER
We would like to inform the public that the LTO San Juan Licensing Center, previously located at 108 N. Domingo St., Brgy. Pedro Cruz, San Juan City, has been transferred to the 2ND FLOOR of the LTO San Juan District Office, located at 1 N. Domingo St. corner Blumentritt St., San Juan City.
