In celebration of National Women’s Month this March 2026, the Land Transportation Office – National Capital Region (LTO–NCR), under the direct supervision of concurrent Regional Director and LTO Assistant Secretary Markus V. Lacanilao, led the ribbon-cutting ceremony for the Exhibit Hall located at the ground floor waiting area of the LTO–NCR Regional Office.
The exhibit features photographs of current women Chiefs of various LTO–NCR offices, recognizing their leadership and valuable contributions to the agency.

The event was organized by the LTO–NCR Gender and Development Focal Point System (GFPS), led by Chairperson Mr. Levy F. Almozara and Vice Chairperson Ms. Muricar V. Padilla, as part of their initiative titled “A Celebration of LTO–NCR Women Leaders.”

Following the regular Monday Flag Ceremony, Assistant Secretary Markus V. Lacanilao delivered a message highlighting the vital role of women employees in the LTO. In his speech, he emphasized the significant contributions, talents, and skills of women that continue to enhance the agency’s delivery of public service.

The program was also followed by a special video presentation dedicated to LTO women employees, recognizing their dedication and service to the agency.

The event was attended by various LTO–NCR Chiefs, who gathered to honor and celebrate the achievements and dedication of women employees across the region.
In line with the celebration, several LTO offices within the National Capital Region have launched related initiatives, including a Free Theoretical Driving Course (TDC) for women student permit applicants at the LTO San Juan Licensing Center and LTO Pasay Licensing Center, as well as the establishment of a special service lane for women called “Express Lane para kay Juana” in LTO offices across the NCR.

The day was also made special for Ms. Lucieta L. Estralla, an LTO–NCR employee assigned at the LTO Quezon City District Office as a Records Officer, in recognition of his 42 years of dedicated service to the public. The occasion also marked her retirement day, during which she was awarded a Certificate of Recognition by Assistant Secretary Markus V. Lacanilao.

These activities reflect LTO–NCR’s commitment to recognizing the invaluable contributions of women and promoting gender equality within the agency and the communities it serves.
