In celebration of Women’s Month this March 2026, the Land Transportation Office – National Capital Region (LTO-NCR), under the leadership of Assistant Secretary and Concurrent Regional Director Markus V. Lacanilao, conducted a Free Theoretical Driving Course (TDC) exclusively for women applying for student permits.
This initiative forms part of LTO-NCR’s continuing commitment to promote road safety awareness while empowering women by providing them access to essential driving education at no cost.

The LTO-NCR Regional Office, along with its various Licensing Centers, actively participated in the activity. The Free TDC was conducted by the Traffic Safety Unit, headed by Ms. Rocilyn T. Villaruel, at the 4th Floor Conference Room of the LTO-NCR Regional Office. The session catered to a total of 125 women applicants, equipping them with fundamental knowledge necessary for responsible driving.
Simultaneously, the LTO San Juan Licensing Center, LTO Pasay Licensing Center and LTO Paranaque Licensing Branch (PITX) also held their respective Free TDC sessions, further extending the reach of this program to more aspiring women drivers across the region.

As mandated under the Citizen’s Charter, the Theoretical Driving Course (TDC) is a required step for all student permit applicants. It aims to ensure that future drivers are well-versed in basic traffic rules and regulations, road signs, and safe driving practices—ultimately contributing to safer roads for all.
The LTO-NCR will continue to offer Free Theoretical Driving Courses (TDC) to all student permit applicants. The schedule of these free courses will be regularly posted on the official website and Facebook Page of LTO-NCR to keep the public informed.
Through this initiative, LTO-NCR reaffirms its dedication to inclusive public service, ensuring equal access to government programs and opportunities regardless of gender. By empowering women with proper driving knowledge and skills, the agency continues to support not only gender equality but also the broader goal of enhancing road safety nationwide.
