Motorcycle owners urged to claim their plates before October 2025 deadline
Metro Manila, Philippines — The Land Transportation Office – National Capital Region (LTO-NCR) officially launched the “Palit Plaka Program” on July 31, 2025, in line with the national directive to ensure all motorcycles have their proper license plates installed.
President Ferdinand “Bongbong” Marcos Jr. has instructed previous Department of Transportation Secretary Vince Dizon and LTO Assistant Secretary Atty. Vigor D. Mendoza II to mandate that all motorcycles must have their assigned plates installed by October 2025.
In response, the LTO-NCR is working diligently to release motorcycle plates to owners who either have no plate number indicated on their Certificate of Registration (CR) or are still using their MV File Number as a temporary plate.
To fast-track the distribution, LTO-NCR Regional Director Roque I. Verzosa III announced that the Palit Plaka Program will now be available at all LTO-NCR Driver’s License Renewal Offices (DLROs).

“To expedite the release of MC plates, the Palit Plaka Program is now available at LTO-NCR DLROs,” RD Verzosa stated.
The list of participating DLROs will be posted on the official LTO-NCR Facebook page.

Who Is Required or Eligible to Claim a New Motorcycle Plate?
Motorcycles with MV (Motor Vehicle) File Numbers beginning with “13” and “1801” are eligible if they fall into any of the following categories:
1. Motorcycles already assigned or issued a 7-character plate
2. Motorcycles with a 6-character green plate
3. Motorcycles still using their MV File Number as a temporary plate, and were registered in 2017 or earlier
The Regional Digital Media Public Assistance Office (R-DMPAO), under the supervision of Assistant Regional Director Atty. Dennis P. Barion, has been tasked with publishing and managing public announcements regarding this initiative.

“LTO-NCR is doing its best to provide more convenience to the public by allowing plate claiming at DLROs, which are generally less crowded than District or Extension Offices,” noted ARD Barion.

What About Motorcycles Registered in 2018 and above?

“Most motorcycle plates from 2018 have already been distributed to their respective dealers. Owners may use the Online Plate Inquiry tool linked to the official LTO-NCR website, or they may visit the LTO Office where the initial registration took place to verify the availability of their plate.”
