Is your motorcycle registered at any LTO-NCR office in the year 2017 or earlier and still does not have an assigned plate number indicated on your Certificate of Registration (CR)? Are you still using your MV File Number as a temporary plate?

THE WAIT IS FINALLY OVER! The Land Transportation Office – National Capital Region (LTO-NCR) is now conducting Operation: PALIT PLAKA PROGRAM!


You may now claim your motorcycle plate at the LTO Regional Office and any District or Extension Office—hassle-free and absolutely FREE!

Who is eligible or required to claim a new plate? (updated)

All motorcycles with MV (Motor Vehicle) File Numbers starting with “13” and “1801” that fall under the following categories:

1. Those already assigned or issued a 7-character plate,

2. Those with a 6-character green plate, and

3. Motorcycles that have not yet been issued an actual plate and are still using the MV File Number as a temporary plate, registered in 2017 or earlier.

Operation Details:

 

The LTO-NCR officially launched Operation Palit Plaka Program on Thursday, July 31, 2025, at the LTO-NCR Regional Office and the LTO La Loma District Office. During this operation, random inspections of motorcycles still using MV File Numbers as plates were conducted, and eligible motorcycle owners were issued their new assigned plates on the spot.

Mr. Pablito P. Pandi, Chief of the LTO-NCR Plate Section, reported that they have already issued 158 motorcycle plates to random motorcycle riders in front of the Regional Office. In addition, 73,734 motorcycle plates have been released and assigned to motorcycle riders who visited various LTO District and Extension Offices across the NCR.

 

 

President Bongbong Marcos has instructed Department of Transportation Secretary Vince Dizon and LTO Assistant Secretary Atty. Vigor D. Mendoza II to mandate that all motorcycles must have their assigned plates installed by October 2025.

LTO-NCR Regional Director Roque I. Verzosa III stated, “The LTO-NCR Law Enforcement Unit is assisting our Plate Section in front of the Regional Office to issue plates to motorcycles that are still using MV File Numbers and do not yet have an officially assigned plate on their Certificate of Registration.

 

Meanwhile, the LTO-NCR Regional Digital Media Public Assistance Office (R-DMPAO), under the supervision of Assistant Regional Director Atty. Dennis P. Barion, encourages the public to stay updated through LTO-NCR’s official social media channels and website. We are actively posting updates on our official Facebook page and website to promote and raise awareness about Palit Plaka Program. Our office encourages all motorcycle owners whose Certificate of Registration (CR) does not reflect an assigned plate number to visit the nearest LTO-NCR District or Extension Office to request their plate.
